Minutes of Meeting of Thursday 16th Feb 2012
The minutes of the above meeting were proposed, seconded & ratified.
No Police Report was available.
Mr George Alexander, Chair of the FCAA, came to brief the members of the Community Council on the programme of events planned for this year’s Scottish Week, to be held from Sat 16th June through to Sunday 24th June. This includes old favourites to the week such as a charity Golf Event, the High Street Mile Race, the Burgess Ceremony and the Toon Mercat as well as a Welcome to the Royal Engineers and a Cinema Night and Car Boot Sale.
Cllr Ferris updated members, in a written report on preparations he had initiated towards a Diamond Jubilee event including the purchase of a church beacon and he suggested that a picnic could be had in Grant Park for children. He had booked Grant Park for the occasion on June 4th and the Community Council liability Insurance will cover the public event. As he was going to be away, on duty, he asked for a sub committee to process preparations in his absence and Cllrs Bremner, Hayward, & Hellyer agreed to take on the task. He was looking to start the event with the children’s picnic at six pm and continue through to the beacon lighting, as part of a national chain event at about 10.30 pm. He hoped that Wave Radio could be part of the entertainment programme and an army unit, with a band on exercise at Kinloss at that time is seeking events which they could be involved in.
Cllr Bell begged permission to brief the members on the Findhorn Flood Relief Scheme as he needed to leave the meeting early. He said that recycling would be continuing, with the dump remaining in use and the flood relief scheme would keep the area from being affected Cllr Ogilvie added that though work would be going on during Scottish Week they would tie in with arrangements.
The Secretary said that the Community Council had received mail from Moray Council re Proposed Changes to Street Trader License Conditions and a consultation into the same.
Friends of the Falconer Museum notified us of their programme of Spring Talks.
The Community Council received an invitation to take part in the final conference of the ASCC before its winding up.
A letter was received from Andrew Fowlie, MCHSCP, re dental provision offering a visit from Laurie Stewart and also the information that a developer will be submitting an application in the next few weeks for a building to house 4 NHS committed dental surgery.
The Chair said that he had nothing to report.
Cllr Mackenzie said that the Heritage Group that Nelson’s Tower would be opened by Richard Lochhead on April 1st . Fencing around the plaque commemorating the airfield at Balnageith has been repaired
Cllr Hayward said that in contact with Mr Macbeth he had indicated that there were no bookings at present for this year for the continental market.
The Treasurer, the Secretary said that the account stood at £1457.78.
Cllr Hayward asked the Moray Cllrs if any decision had been made over the Redco Milne planning application. She said that it was to be hoped that FACT would resurrect the millennium project and include a skateboard park in the scheme.
Members also asked what was going to be done about the Gypsy/Traveller encampment at the Muiry Woods. The Moray Cllrs said that would be a decision to be made by the next administration, after the forthcoming elections. The Chair thanked the Moray Cllrs for their efforts during their term of office and wished them luck in the forthcoming polls.
Duncan Bick, the Gazette reporter, also thanked the CC for their help as he announced his departure from Forres in moving on to a new job at the end of the month..
